I believe the previous owner may have tried to jack from this location or something. I need to replace this piece. Any idea what it's called and where I can find one? Thanks in advance! 20210413_114617.jpg

Any Chrysler Dealer will be able to help you with one of these.

My bet is large road debris, thrown up against that piece at speed. A heavy section of blow out tread tossed at 85 by that front tire can give a pretty strong, and dragging, impact. If it was a lift, I think it would have been puckered at the bottom.
