Looking to add black center stripes bumper to bumper and also ceramic coat to the paint. Which is the best way…ceramic then stripes or stripes and then apply ceramic?

Stripes 1st, then coat else they will not adhere properly. If they are flat & you coat over them, they will get a 'sheen' to them !
Best possible sequence is to have 1 shop do both so they can do prep/paint correction, then stripes, then coat.

That's exactly what I did with purple ghost stripes on the Redeye.
